DESCRIPTION


The selected vendor will perform a comprehensive strategic governance and structural alignment assessment of the Continuum of Care (CoC) in Edwardsville, Illinois. The scope includes evaluating CoC governance documents and practices, such as charters, bylaws, committee structures, and conflict of interest policies. The consultant will also assess board composition, transparency, oversight, and separation of duties.

Additionally, the vendor will map the coordinated entry workflow spanning from access to housing placement, analyze prioritization policies and their impacts on equity, review referral data and housing outcomes, and identify system bottlenecks. A systems gap analysis will be conducted, reviewing Housing Inventory Count data, system performance measures, and evaluating capacities across Homeless Prevention, Emergency Shelter, Transitional Housing, Rapid Re-Housing, and Permanent Supportive Housing.

Stakeholder engagement activities are required, including facilitating focus groups with service providers, individuals with lived experience, landlords, and community stakeholders, as well as interviews with local government and mainstream service partners. The consultant will provide a thematic analysis and summary of findings. The vendor will also assess and develop a landlord engagement strategy, offering actionable recommendations for recruitment, retention, risk mitigation, and incentive strategies. The contract term is one year.
