Content Creation and Media Services

The agency is seeking a qualified vendor to provide comprehensive content creation and media services. The scope of work includes professional video production, from pre-production planning and scheduling through principal videography utilizing advanced HD/4K+ digital cinema cameras, and the use of professional lighting, sound recording, and art direction.

Vendors must be able to manage on-location shoots and studio productions as required, ensuring high-quality video and audio capture in diverse environments, such as office settings, field locations, public events, and controlled studio spaces. The contractor will be responsible for setting up and operating professional lighting, camera, and audio equipment, and performing non-linear editing (e.g., with Adobe Premiere) and color grading in post-production.

Deliverables include editing and producing polished video content tailored for digital platforms, public engagement, and internal communications. The provider should be capable of incorporating graphics, captions, and audio enhancements to promote accessibility and audience engagement, as well as formatting and branding all content for broad distribution. Staffing requirements specify four full-time on-site Multi-Media Specialists for videography and editing, and one full-time on-site Graphic Designer for visual communications and print procurement.
