This RFI seeks vendors to provide a consumer-reported verification data sources platform to support state Medicaid agencies in meeting federal eligibility determination requirements. The initiative involves developing the EMMY (Eligibility Made Easy) platform, a centralized, API-based data exchange infrastructure that enables standardized access to trusted third-party data sources.
Vendors are expected to identify and assess capabilities for delivering consumer-reported verification data services. The platform must support integration of multiple verification data domains over time, including employment status (full-time, part-time, seasonal, etc.), financial asset holdings, and Social Security Number (SSN) validation. It requires data that is current and frequently refreshed (ideally real-time or near-real-time) to support reliable eligibility determinations. Single-API access to multiple data domains (such as payroll, enrollment, and identity) is mandatory, along with effective consent management across domains through a unified workflow.
