DESCRIPTION


The Centers for Medicare and Medicaid Services (CMS) is seeking information from vendors regarding consumer-reported verification data sources and services to support state Medicaid agencies in fulfilling federal eligibility determination mandates. As part of the development of the EMMY (Eligibility Made Easy) platform—an API-based, centralized data exchange designed to offer state Medicaid agencies standardized access to trusted third-party data—CMS aims to identify authoritative sources for payroll and employment verification to enhance Medicaid eligibility processes and comply with the Working Families Tax Cut Act (WFTCA), pending implementation guidance.

Additionally, CMS is collecting market intelligence about industry capabilities for other verification data domains pertinent to Medicaid eligibility and program compliance. These domains include educational enrollment, asset and financial verification, as well as identity verification. Vendors are invited to provide input in areas aligned with their expertise, with the understanding that this Request for Information is not a commitment for future procurement and does not indicate a consolidated procurement effort across all described domains.
