A government authority in Cupertino, California is seeking consulting services to develop an analysis of optional models and a strategic plan for procuring law enforcement services. The scope includes reviewing existing service agreements and levels, analyzing call-for-service data, response times, organizational support structure, workload distribution, and active patrol patterns. Consultants are expected to evaluate current staffing and coverage, identify strengths and limitations of the current service model, and review community demographics and policing demands for Cupertino and potentially other cities.
The engagement will also require identification of legal, administrative, and governance requirements, risk assessments, and necessary liability and worker’s compensation programs. The consultant should evaluate various law enforcement delivery models, outline implementation strategies, and define governance best practices for multi-jurisdictional police organizations. Additional responsibilities include finalizing staffing levels, command structure, specialty units, developing job descriptions, hiring schedules, recruitment strategies, transition options for personnel, and training/onboarding requirements.
A pre-bid meeting will take place on April 22, 2026, and all questions regarding the RFP must be submitted by May 28, 2026.
