DESCRIPTION


The organization seeks a consultant to assist in transitioning its procurement approach from reactive to strategic and performance-driven. The consultant will develop a comprehensive Strategic Procurement Plan that aligns procurement activities with overarching corporate and program objectives, and establishes a structured method for managing spend across categories and projects.

Responsibilities include conducting needs assessments and stakeholder consultations, evaluating the current procurement state, performing gap, risk and opportunity analysis, and producing a plan that defines roles, responsibilities, and governance structures for procurement decision-making. The goal is to identify opportunities for leveraging scale, standardization, and innovation, strengthen vendor relationships and compliance, and improve data-driven decision-making through enhanced procurement analytics. The consultant will also develop an implementation roadmap and resource plan to guide the transition.
