The government authority in Iowa is seeking proposals for Construction Manager at Risk services to oversee a forthcoming construction project. The selected vendor will provide comprehensive preconstruction services, including constructability reviews, value engineering, detailed estimating, and the development of project schedules.
As the general contractor, responsibilities will also include participating in design reviews, procuring subcontractors and vendors, and self-performing selected construction tasks. The firm will be required to develop and implement a Construction Emergency Response Plan, Site Safety Plan, Quality Assurance and Quality Control Plan, and Environmental Management Plan. Additionally, the construction manager will coordinate sequencing of construction activities, identify long-lead procurement items, and maintain a design evolution log to track cost impacts and changes throughout the development, ensuring that every design decision's cost impact is documented.
The firm will create a baseline project cost model, update cost estimates as designs evolve, and generate a detailed project schedule utilizing the Critical Path Method (CPM). Responsibilities also include distinguishing self-performed from subcontracted work, drafting schedules of values, and preparing necessary forms and documents for all phases of the project. Regular participation in design progress meetings and providing recommendations regarding constructability and value engineering are expected.
