SUMMARY

Oxnard, CA seeks vendors for construction management, inspection, monitoring, and grant administration services for a two-year contract.

DESCRIPTION

The City of Oxnard, California, is seeking qualified vendors to provide construction management, inspection, monitoring, and grant administration services under a two-year contract. The selected vendor will deliver comprehensive support throughout the construction project lifecycle, including the preparation of a Construction Management Plan based on final contract documents. This plan will address safety compliance, claims avoidance, special inspection requirements, inspection procedures, material testing locations, document management systems, field office logistics, and project closeout procedures.

Key responsibilities include development and ongoing maintenance of a construction management plan outlining processes, workflows, communication protocols, and reporting standards. The vendor will be expected to identify and document comments, concerns, conflicts, and latent liabilities in the design package, review the work sequence and schedule, assess material and equipment lead times, and identify any missing features in the plans that could impact construction activities. Additionally, responsibilities encompass reviewing project staging, site access, and developing a system for permit tracking and organization, including establishing critical path schedules for permitting and managing these throughout both pre-construction and construction phases.

Interested vendors should note that a mandatory pre-bid meeting is scheduled for January 21, 2026, and all questions regarding the procurement must be submitted by January 23, 2026.
