Successfully complete a minimum of three school projects in Connecticut, Massachusetts, New York, or Rhode Island in the past ten years with a construction budget of at least $50 million (present value).
Construct a comparably sized school facility (at least 60,000 SF of usable area) for at least two other municipalities in Connecticut, Massachusetts, New York, or Rhode Island within the past ten years.
Demonstrate recent experience (within 5 years) and knowledge of working with OGA in maximizing state reimbursement and compliance.
Demonstrate prior experience and compliance with Connecticut’s High-Performance Building Standards on a project greater than $50 million in the last five years that was subject to OGA requirements.
Demonstrate experience providing oversight during pre-construction phases and coordinating with multiple agencies, architects, engineers, commissioning agents and consultants.
Demonstrate a past successful record of performance on local school construction contracts with respect to schedule, cost control, changes in the work, work quality, project oversight capabilities, and cooperation with the client.
Demonstrate experience with sustainable energy initiatives including geothermal, co-generation, tri-generation, photovoltaic, and solar-thermal.
Demonstrate ability to comply with CHRO Set-Aside requirements and other state, local, and federal requirements related to non-discrimination.
Provide a letter of interest outlining the CM's background, interest in the project, and how it meets qualification criteria.
Provide a brief summary of the company, including name, parent company, prior names, subsidiaries, principal members, primary areas of service, principal office address, contact person, and legal form of ownership.
Provide descriptions of a minimum of two similar projects with references and contact information for the project owner and design architect.
Demonstrate ability to properly manage construction of a project of the specified size and complexity in accordance with OGA requirements and Educational Specifications.
Present the experience of key personnel relevant to CM experience using a matrix format, including at least two projects.
Provide details on all services provided in-house and any services that will not be provided in-house for the project, including names and roles of proposed consultants.
Provide a list of key personnel to be assigned to the project, a brief description of their role, and resumes including current job title, responsibilities, time at firm, education, professional associations, and similar project experience.
Provide data from at least three reference projects (CM’s employees, Change Orders, original/actual completion dates) and information on SSIC/security standards compliance and OGA requirements.
Provide a synopsis of the CM’s quality management plan regarding approach, safety, procedures, scheduling, cost, and coordination of trade contractors, and describe cost and project status reporting capabilities.
Describe the CM’s overall knowledge of sustainable design and alternative energy sources.
Provide information on the CM’s and/or key personnel’s completion of prior Town of Wethersfield projects.
Provide a description of the proposed technical approach to the project, including identification of any unusual circumstances or anticipated problems and proposed solutions.
List all current unresolved litigation/arbitration proceedings and all litigation/arbitration proceedings over the last five years, including parties, nature, and result.
Identify whether the CM ever failed to complete any project, been declared in default, or been terminated (for cause or convenience).
Provide details on current and future workload and ability to provide the project the attention it requires.
Identify projects currently under contract, their percentage of completion, and expected completion dates.
Provide a statement from the CM’s surety that if awarded, the CM will obtain a Performance Bond and a Labor and Materials Payment Bond in the approximate amount of $250 Million.
Provide documentation from insurance carrier(s) that the CM carries or is able to obtain the types and minimum limits of insurance set forth in this RFQ.
Provide a statement that if awarded, the CM will execute the form of contract without condition, exception, alteration, or modification.
Provide a demonstrated ability to comply with Connecticut Commission on Human Rights and Opportunities Set-Aside requirements and other applicable laws.
