Construction Management and Inspection Services

A government authority in Burlington, Washington is seeking a vendor to provide comprehensive construction management and inspection services. The selected consultant will act as the owner's representative and oversee the entire lifecycle of construction projects, ensuring compliance, documentation integrity, risk management, and audit-ready records. Key responsibilities include maintaining cost control and schedule adherence while producing defensible project documentation.

The scope of services covers pre-construction tasks such as participation in pre-bid conferences and site visits, technical support for bidder inquiries, preparation and review of addenda, and bid evaluation (including independent cost estimates and technical reviews). During the construction phase, the consultant will create and implement a Construction Management Plan, lead and document all construction meetings, manage RFI and submittal workflows, provide qualified inspectors for work in progress, maintain daily inspection reports with photographic evidence, review contractor pay applications, and evaluate change proposals for cost and schedule impact. Additionally, the consultant will prepare independent cost estimates for change orders. Questions regarding the project must be submitted by April 29, 2026, with a non-mandatory pre-bid meeting scheduled for April 23, 2026.
