DESCRIPTION


The government authority in Farmington, Connecticut is seeking a qualified vendor to assist in updating its Plan of Conservation and Development, including the 2018 Addendum and all associated documents, presentations, plans, maps, and electronic files. Consultants or firms should possess substantial expertise in municipal planning and zoning, covering areas such as land use, transportation, housing, infrastructure, economics, clean energy, environmental stewardship, and development patterns.

The selected consultant will be expected to conduct a community survey with acceptable statistical accuracy, analyze and project population and demographics, and assess future facility needs. The scope also includes a comprehensive review of transportation systems—encompassing roads, sidewalks, multi-purpose trails, and bike routes—as well as establishing objectives for a diversity of housing, including affordable and middle-income options. Further responsibilities entail identifying valuable community resources, protecting wetlands and open spaces, and recommending low-impact development strategies. Economic development goals and a build-out analysis will also be required.

All interested parties must submit their questions by April 17, 2026. The contract duration is set for one year.
