The client seeks a subscription-based web service providing comprehensive congressional information. This platform must deliver timely and searchable information regarding congressional news, schedules, and detailed insight into the policy-making process—especially the federal budget and appropriations. Core features include legislative tracking, access to a searchable Congressional Record, congressional member profiles, and a documents manager to organize and manage information.
Users should be able to create and update personal search lists, set up highly customized email alerts for information relevant to their interests, and annotate documents. The service must support the creation of personal folders, saving of specific documents, and the addition of user notes for future reference.
Additionally, the platform is expected to feature an online weekly publication with in-depth stories on the congressional policy-making process, integrated access to appropriations status, vote charts, sidebar stories, member profiles, bill status updates, and related documents. Access to comprehensive biographies for every member of Congress and a full-text database containing public laws from the 1990s onward, with robust search capabilities, are also required. The contract period is one year.
