Ohio is seeking a vendor to provide a modern, cloud-native Computer-Aided Dispatch and Automatic Vehicle Location (CAD/AVL) system to replace its current platform on a one-for-one basis. The objective is to implement a reliable and fully integrated Intelligent Transportation System (ITS) that addresses foundational issues and serves as the definitive, trusted source for all operational data.

The selected vendor will deliver a system with accurate, accessible, and transparent data, supplying comprehensive documentation such as data dictionaries and database schemas, as well as direct agency access to its own data. Key features should include intuitive shift sign-in for operators (such as via badge tap), automated capture and transfer of work time and exceptions to payroll, and a digital, user-friendly pre-trip inspection process suitable for mobile or ruggedized devices. The solution must equip dispatchers with a unified command center and robust, map-based tools for service management, including detour creation, enabling proactive operational oversight rather than reliance on manual or paper-based practices.

The new CAD/AVL platform must be delivered as a modern, multi-tenant SaaS solution with fully redundant architecture to ensure high availability. Integration with METRO’s Microsoft Active Directory for Single Sign-On (SSO) is required for all authorized back-office users. This implementation aims to transform operational data into actionable intelligence for improved transit management.
