The required solution should offer access to a specialized legal research tool that allows users to perform both free text, Google-like searches and cite-specific searches.
The chosen solution must include current and historical federal and state statutes, legislative histories, and regulations, as well as a broad range of searchable, tax-related resources. Users should have the ability to search and access international tax laws, including English translations of treaties and agreements. Additional requirements include the capacity to search legislative history for current and past federal tax statutes, save and view recent and historical research, and access Internal Revenue Service regulations, rulings, procedures, Office of Chief Counsel decisions, private letter rulings, manuals, and publications.
