A vendor is sought to develop a comprehensive strategic and master plan for an agency. The strategic plan will entail identifying operational gaps in key areas such as staffing, training, equipment, and policies or standard operating guidelines. It will involve a thorough analysis of response times, staffing adequacy, apparatus readiness, and training programs, culminating in the definition of measurable short-term goals aimed at enhancing operational efficiency, community risk reduction, and accreditation readiness.
The selected firm will provide actionable recommendations covering staffing, apparatus utilization, training, and community engagement. They will also be responsible for developing a prioritized action plan with projected timelines, costs, and resource requirements, and for reviewing and revising the organization's mission, vision, and values statements.
The master plan component will require the creation of a phased roadmap for future staffing allocation, capital improvements, and risk reduction initiatives, incorporating sustainability practices and technological advancements to ensure the agency remains future-proof. In addition, the firm will recommend strategies for securing funding such as grants and municipal budgets, assess long-term needs, address facility improvements and potential relocations, and suggest changes in apparatus deployment. Staffing levels by division and function—including operations, training, emergency medical services, community risk reduction, and logistics—will also be comprehensively addressed.
