They will also be responsible for developing a prioritized action plan with projected timelines, costs, and resource requirements, and for reviewing and revising the organization's mission, vision, and values statements.

The master plan component will require the creation of a phased roadmap for future staffing allocation, capital improvements, and risk reduction initiatives, incorporating sustainability practices and technological advancements to ensure the agency remains future-proof. In addition, the firm will recommend strategies for securing funding such as grants and municipal budgets, assess long-term needs, address facility improvements and potential relocations, and suggest changes in apparatus deployment.
