DESCRIPTION


The city seeks a vendor to provide comprehensive strategic master plan services for its parks and trails. The master plan will evaluate and identify the city's existing parks, trails, program offerings, current recreation trends, and city standards. Required services include site inventory and analysis, recommendations for contemporary uses and revenue generation, future maintenance planning, and the development of a realistic and economic plan with cost estimates for proposed improvements.

All spatial inventory data must be prepared and delivered in ESRI-compatible GIS formats, such as shapefiles or file geodatabases. The plan should address parking and circulation for current and future users and identify amenities and activities that could help offset maintenance and operating costs. Demographic trends in the region will be analyzed to assess recreation needs and demands for the next ten years.

The selected vendor will create and conduct a statistically valid community-wide survey to gather input from a representative sample of residents. Additionally, the vendor will assist in developing goals, objectives, policies, and standards for neighborhood and community parks and recreation programs, and research possibilities for revenue-generating amenities and activities.
