DESCRIPTION


The government authority in Hialeah, Florida, seeks a qualified vendor to provide comprehensive safety action plan services. The scope of work includes developing strategies and programmatic countermeasures addressing roadway safety issues, such as enhancing driver education and the management of off-highway vehicles. The selected consultant will create a Comprehensive Safety Action Plan (CSAP), which will act as a foundational tool for significantly improving roadway safety, reducing and eliminating serious injuries and fatal crashes, and guiding safety investments within the jurisdiction.

The CSAP should facilitate effective communication and collaboration with stakeholders and community members, as well as provide information on potential funding opportunities. Consultants are expected to detail their approach to data collection and analysis of existing roadway conditions, manage the implementation of demonstration projects based on safety analysis and project selection, and conduct a thorough review of crash locations, severity, contributing factors, and crash types across all roadways regardless of ownership. The analysis must address both systemic and specific safety needs identified within the study area.

A non-mandatory pre-proposal meeting is scheduled for April 21, 2026. All questions regarding this RFP must be submitted by May 5, 2026.
