The agency seeks a vendor to provide a comprehensive Government Property Tax Management Software Solution. This includes implementation, configuration, data migration, integration, training, maintenance, and ongoing support for an integrated tax administration system. The solution must centralize and streamline all property tax administration functions, ensuring efficient and secure management, and facilitating future scalability in response to revaluation cycles, legislative changes, and evolving citizen service requirements.

The platform should offer seamless integration with existing GIS, ERP, financial, and payment processing systems through open architecture and robust API capabilities. Cloud-based (SaaS) or County-approved hosting options are required, supported by modern cybersecurity safeguards and industry best practices for secure and compliant IT-based tax administration. The system should enhance data integrity, enable reliable and transparent audit trails, support comprehensive reporting and analytics, and maintain multi-year parcel history with status tracking for both active and inactive parcels.

Further requirements include tools for revaluation modelling, mass appraisal, cost and valuation schedules, depreciation modelling, appeals and Board of Equalization tracking, GIS integration for parcel mapping, configurable land and building attributes, and robust reporting.
