The City of North Carolina is seeking a vendor to provide a comprehensive plan and development regulations tool that modernizes public access and increases transparency through a centralized digital platform. The objective is to deliver an intuitive and interactive web-based hub that engages the public and facilitates understanding of how long-range planning aligns with current development regulations. This includes launching a branded, user-friendly engagement and education platform leveraging current city resources, centralizing project updates, educational materials, and opportunities for public input.
Key deliverables include the development or recommendation of a hosted, interactive digital application that visualizes the relationship between the comprehensive plan, Unified Development Ordinance (UDO), and associated documents. The project also encompasses detailed demographic and physical gap analyses to inform policy development and measure infrastructure progress. Workflow optimization for applications, submittals, site plans, review processes, hearings, and appeals forms a critical part of the scope, alongside the establishment of fair rules for non-conforming structures to minimize legal risks. Lastly, the project requires updating definitions and construction rules to maintain clarity and address evolving technology needs.
The contract period is one year.
