Comprehensive Plan Update Services

The City of Apple Valley, Minnesota seeks a qualified vendor to provide comprehensive plan update services. The project will involve collaboration between engineering consultants, who will address the transportation, wastewater, water supply, and surface water components, and a planning consultant, who will manage all public engagement activities related to these elements. Responsibilities include coordinating with engineering consultants, offering general technical assistance throughout the project, as well as providing mapping services, text drafting, graphics and table creation, professional recommendations, and overall coordination.

Key elements of the update will address new focus areas such as a Mixed Business Campus, strategies for aging single-family and multi-family housing, redevelopment strategies for commercial areas, and an economic development component that analyzes current trends and recommends both short and long-term growth strategies. The planning consultant will be responsible for designing and implementing a public engagement strategy, incorporating community education, website and social media content, online engagement tools and surveys, public workshops, and community events to ensure meaningful input and alignment with the city's vision.
