Missouri is seeking a qualified vendor to provide planning services for the update of its comprehensive plan. The selected vendor will carry out broad community engagement, ensuring meaningful input from a diverse range of stakeholders including residents, businesses, homeowners' associations, civic groups, seniors, youth, and others.
The scope of work includes evaluating the long-term impacts of population growth, future municipal staffing needs, space requirements for facilities, governance transitions, and service delivery models. A key component will be the development of a forward-thinking and actionable land use framework that balances quality of life, fiscal responsibility, infrastructure capacity, and environmental constraints, while embodying community values and meeting all legal requirements.
The vendor will be responsible for recommending policy strategies related to zoning, transportation, public facilities, utilities, housing, sustainability, and economic development. Additionally, a detailed implementation matrix must be produced, outlining timelines, responsible parties, estimated costs, and prioritization. The final comprehensive plan should be visually engaging and accessible, appropriate for both public understanding and official use. All relevant demographic, land use, housing, economic, transportation, and environmental data will require update or replacement to inform the planning process.
