A government authority located in Washington, Minnesota, is seeking a vendor to develop a 2050 Comprehensive Plan. This plan will guide growth across the county in critical areas such as land use, transportation, housing, water resources, parks and trails, natural resources, and climate adaptation through the year 2050. The effort will build upon existing goals, strategies, and prior community engagement, integrating these elements into a cohesive, long-term framework.

Key tasks include facilitating extensive community engagement, designing the layout and visual elements of the final plan, and drafting narrative chapters on a wide range of topics, including land use, transportation, housing, water resources, parks and trails, natural systems, and climate. The project also requires the development of engagement materials, inventory and analysis of previous county planning efforts, technical analysis, mapping, and narrative writing for introductory and implementation plan chapters. The full scope encompasses project management, public engagement, traffic modeling, technical analysis, and the creation of maps and supporting documents.
