DESCRIPTION


The government authority in Durango, Colorado is seeking a vendor to provide comprehensive plan rewriting services. The selected firm will be responsible for drafting the strategic growth and water supply elements of the comprehensive plan, in addition to undertaking a full rewrite. This process involves creating a visionary, actionable, and visually engaging plan that accurately reflects current conditions, community values, and future aspirations.

The scope includes updating agency demographics, history, and socioeconomic trends; integrating relevant state and local planning initiatives and regulations; and inventorying infrastructure, facilities, and service capacities. The plan should incorporate strategies for economic, environmental, and social sustainability, as well as placemaking, walkability, redevelopment, and preservation of natural amenities. Significant public engagement is required, including surveys, stakeholder interviews, focus groups, community workshops, pop-up booths, listening sessions, and activities targeting student involvement.

Objectives and strategies are to be developed for areas such as community context and vision, land use and development, the three-mile plan, recreation and tourism, neighborhood preservation, community character, natural resources, economic development, and strategic growth. All questions related to this RFP must be submitted by March 20, 2026.
