DESCRIPTION

The vendor will provide comprehensive training and technical assistance to a government authority in Washington, DC supporting opioid, stimulant, and substance use programs. Services will include expert consultation on officer safety protocols and liability management for field encounters with individuals experiencing substance use crises, including model policies, scenario-based guidance, and operational templates.

The engagement will address operational barriers involving treatment providers, such as bed availability, after-hours access, warm handoffs, and intake procedures. It will also cover security protocols for external medical personnel, including credentialing, background checks, facility access management, and security clearance processes.

Additional support will focus on resolving conflicts between treatment provider confidentiality obligations and criminal justice supervision requirements; developing compliant information exchange agreements, memoranda of understanding, and data-sharing templates; and designing dashboards and reporting systems that meet leadership information needs while maintaining regulatory compliance. The vendor will also assist with data quality, missing data, privacy-related tracking limitations, collection strategies, and quality assurance procedures.
