DESCRIPTION


The organization seeks a vendor to provide, install, operate, and maintain a comprehensive turnkey inmate telephone and communication system. The required system must offer debit (prepaid), collect, and free calling functionalities and support automated call processing using either Personal Identification Numbers (PIN) or biometric voice verification for each inmate. It should generate real-time call detail records, support automated notifications to called parties indicating the call’s origin, and enable call monitoring and recording capabilities. The system must also detect and terminate three-way calls, restrict speed dial and call forwarding, manage do-not-call lists, and integrate seamlessly with the agency's jail management system (JMS) for automated inmate updates. Multi-language support, at minimum in English and Spanish, is required, with per-minute pricing that complies with agency standards.

Additionally, the vendor must provide a robust monitoring, recording, and investigative platform. This includes digital recording and secure storage of all inmate calls for at least twelve months with archival capability throughout the contract duration. Real-time live monitoring, the ability to monitor multiple calls concurrently, and a web-based investigative workstation accessible to authorized detention staff are also needed. The system should enable advanced search and retrieval by various criteria, including voice biometric identification and analytics. The contract term is for one year. A mandatory pre-bid meeting is scheduled, and vendors must submit all questions by the specified date.
