The State of Texas is seeking a qualified vendor to provide a comprehensive Human Resource Information System (HRIS) and payroll software solution. This system must include integrated modules for talent acquisition, talent management, payroll processing, time and labor management, training, and overall HR management.
Key requirements for the software include automated payroll processing with precise calculation of wages, deductions, and taxes to enhance efficiency and minimize errors. The system must support tax filing and regulatory compliance, reducing the risk of penalties, and feature a robust employee self-service portal for managing payroll information, personal data, and time-off requests. Additional functionalities should comprise performance management tools for evaluations and goal setting, as well as recruitment and onboarding modules to streamline the applicant tracking and hiring process.
The solution should focus on reducing administrative workload, eliminating duplicate data entry, and automating routine tasks. Comprehensive reporting, time and attendance tracking, an interface for accounting software integration, and an architecture that is reliable, flexible, and expandable are also required features. Vendors must submit all questions regarding this solicitation no later than February 16, 2026.
