A government authority in Montclair, California seeks a vendor to provide comprehensive facilities master plan development services. This project involves a systematic evaluation of the physical condition, functionality, and remaining useful life of district facilities and infrastructure. The selected vendor will be responsible for developing a prioritized capital improvement program, complete with planning-level scopes of work and cost estimates for each improvement item.
The final deliverable must be a defensible and clear planning document, suitable for district staff, management, and the board of directors for use in capital planning and budgeting. A ten-year capital plan must be established, ensuring alignment with the district’s operational priorities, anticipated funding, and long-range planning objectives.
Additional requirements include documenting findings through a consistent condition rating framework and photographic evidence, as well as developing guidelines for slope stabilization, with recommendations on vegetation or vegetation control, grading, and water control structures. The contract duration is for one year.
