The agency seeks a vendor to deliver a comprehensive contingent workforce solution that integrates both Master Service Provider (MSP) program management and Employer of Record (EOR)/Agent of Record (AOR) services. The selected vendor will be responsible for mitigating co-employment risks by acting as the legal employer for contingent staff, managing workers’ compensation, unemployment insurance, and benefits administration in compliance with federal and state laws.
Key responsibilities include administering payroll for all contingent workers, processing paychecks, managing tax withholdings, issuing W-2s, and ensuring the timely and accurate payment of wages aligned with the agency’s pay cycle and wage laws. The vendor will serve as the central program manager, coordinating a network of staffing suppliers to fill university temporary roles, overseeing vendor selection and onboarding, performance monitoring, rate negotiations, and promoting local or diverse suppliers as directed.
Additionally, the solution must feature advanced analytics and reporting, providing regular monthly or quarterly reports on vital metrics such as fill rates, time-to-fill, headcount by department, spend by category, overtime usage, worker tenure, diversity of placements, and compliance issues. The contract will be awarded for a period of one year.
