The province of Alberta is seeking a component content management solution to serve as the central repository for both finalized documents and in-progress drafts. This solution must feature a structured, component-aware content editor with rich text capabilities, such as formatting, highlighting, font adjustments, tables, embedded images, and spellcheck. The editor should also enforce agency-defined required fields, metadata standards, and style or terminology rules, all of which must be fully configurable.

The system will be responsible for capturing and maintaining detailed metadata, including editor history, item IDs, last edited dates, approval dates, and additional customizable attributes. Robust component management features are required, supporting component libraries with type-specific schemas and configurable validation rules. The solution should enable controlled component reuse across contexts, with support for automated, governed updates to downstream content.

Additionally, the tool must provide configurable review workflows, supporting parallel or sequential review steps, substitutes, and rework loops, while capturing all comments with contextual detail at the component or field level and maintaining historical records.
