DESCRIPTION


The agency seeks a vendor to provide comprehensive competency modeling services for mission-critical occupations, including IT and cybersecurity roles. Responsibilities include project management, the review and validation of existing competencies, and the development of new competency models where required, all to be aligned with relevant legal requirements and professional guidelines. The contractor will be tasked with writing and revising competencies, particularly for roles overseeing the cybersecurity of automated technologies, utilizing government-approved methodologies.

The selected firm will also develop an Artificial Intelligence (AI) competency model for workforce application and create a plan for implementing a legally defensible pre-employment assessment process based on established competencies. A system must be provided that supports competency assessments, allowing both employee self-assessments and supervisor evaluations using a standardized rating scale. Additionally, vendors must conduct virtual training sessions for program coordinators on their responsibilities and system usage, ensuring the training complies with the Americans with Disabilities Act and other relevant accessibility laws. Sign language interpreters, if needed, will be provided by the agency.
