The organization seeks a vendor to provide a comprehensive compensation system designed to support standardized talent acquisition processes, including candidate submissions with full details, position information, proposed start dates, and requested compensation. The compensation management system (CMS) must seamlessly integrate with HRIS platforms to enable real-time equity analysis and ensure that proposed compensation can be compared against current incumbents in similar roles, addressing potential pay compression or inequities before hiring decisions are finalized—post-hire analysis alone is not acceptable.
The system should facilitate and automate manager-driven focal review workflows within defined budgets, removing the need for spreadsheet-based processes. It must also support vertical and lateral employee movements, as well as cross-functional mobility. Additional required functionalities include automated market data aggregation, FLSA tracking, scenario-based budget modeling, long-range financial forecasting, and the ability to correlate turnover risk with salary positioning. The initial contract period is for one year. A pre-bid conference will be held on April 3, 2026, with a deadline for questions set for April 10, 2026.
