DESCRIPTION

The City of Abilene, Texas, is seeking a qualified vendor to conduct a comprehensive compensation study, including the development of a compensation philosophy, as well as open pay and step pay plan services. Additionally, the vendor will provide recommendations for an implementation strategy and timeline to achieve market-competitive salary levels through fiscally responsible and innovative approaches.

The scope of work includes recommending a methodology for establishing market competitiveness, utilizing percentile and average benchmarking. This will involve developing a classification and compensation plan that ensures the City attains a competitive market position. The analysis should incorporate data from comparative cities and counties, and may also include evaluation of private sector data for hard-to-fill or critical positions. The final recommendations should guide the City in implementing sustainable and effective compensation practices.
