DESCRIPTION


The City seeks a qualified vendor to provide comprehensive community plan services, involving the initiation and management of a multifaceted planning project. Initial tasks include conducting a project kick-off meeting with City staff to finalize the scope, schedule, deliverables, and communication protocols. The vendor will establish a shared file management system and set up effective quality control and meeting routines.

A key requirement is the implementation of a cloud-based, application-driven project management and tracking platform. The platform should feature dashboards for assigning and monitoring tasks and milestones, support role-based access for both City staff and the consultant, and allow view-only access for designated stakeholders.

Community engagement is central to this project, with expectations for a citywide kick-off event and at least three geographically-distributed community workshops. The scope further includes project administration, engagement with city council and planning commission, assessment of existing conditions and opportunities, development of land use alternatives, drafting the general plan and elements, environmental review, zoning code analysis and updates, and facilitating adoption and implementation phases. The plan must also include tools for ongoing implementation and monitoring, coordination with RHNA and housing elements, and updated zoning codes. The contract is set for a five-year term, and all questions must be submitted by July 9, 2026.
