DESCRIPTION


The selected vendor will provide community improvement plan strategy services aimed at enhancing economic development, revitalization, and investment attraction within the Township. This involves the establishment of a comprehensive policy and incentive framework, identification and designation of Community Improvement Project Areas (CIPAs) with a focus on locations such as downtown Brechin and other key settlement areas, and support for business retention, expansion, and attraction, especially for small businesses, tourism, on-farm diversified uses, and rural economic diversification.

The strategy will encourage private sector investment and the redevelopment of underutilized, vacant, or constrained properties by addressing barriers to development, including infrastructure, servicing, and regulatory challenges. The vendor will be responsible for developing a suite of practical, transparent, and easy-to-administer financial and non-financial incentive programs. Additionally, the project includes improving the understanding of the local business environment through data collection, mapping, and stakeholder engagement, ensuring an informed and inclusive approach to community improvement.
