DESCRIPTION


The selected vendor will provide comprehensive administration, formation, and levy services for community facilities districts in California. Services include limited formation support, ongoing and on-call Community Facilities District (CFD) administration, and management of special tax levy processes.

Vendors will prepare and refine formation schedules and timelines to facilitate both initial and post-formation actions, maintain parcel databases, track development statuses, monitor ownership changes, and update tax classifications as needed. Annual calculations of special tax levies must be performed in alignment with the established rate and method of apportionment.

The vendor will also be responsible for preparing all required levy documentation for submission to the county auditor-controller, ensuring compliance with electronic submittal formats and deadlines. Tasks include verification of tax roll data, reconciliation of levy amounts, and conducting tax sufficiency and coverage analyses as appropriate.
