This RFP seeks qualified firms and independent consultants to provide comprehensive community engagement services. The selected vendor will design and execute a targeted outreach strategy that translates research into actionable, resident-informed policies, aiming to transform regional recycling outcomes. Key objectives include identifying and addressing behavioral, structural, informational, and dispositional barriers, such as physical access to bins and confusion over recycling guidelines.
Efforts will be focused on neighborhoods with low recycling activity, as well as underserved and overburdened populations to ensure solutions are equitable and inclusive. The scope includes recruitment tactics, outreach methods for priority communities, and the development of a comprehensive project timeline. The project also involves hosting a regional survey using the Pinpoint platform, creating report graphics, and providing light editing support.
