Ontario is seeking a qualified vendor to provide a web-based Community Engagement Platform for a three-year contract. The chosen supplier will be responsible for implementing a fully hosted and managed solution that enables both the public and internal agency administrators to engage in a user-friendly and adaptable environment. The platform must include ongoing licensing, maintenance, and support, with all data storage and infrastructure hosted exclusively within Canada or the United States.
The platform should ensure accessibility from all common end-user devices, such as computers, tablets, and smartphones, using widely available web browsers without requiring additional installations. It must deliver a consistent and accessible user experience across all modern mobile devices, including full support for accessibility features. Security is a priority, with requirements for secure user access via Multi-Factor Authentication (MFA) or Single Sign-On (SSO) through Azure Active Directory (AD) with SAML integration.
Additionally, the platform must empower non-technical staff to easily create and edit project content. Public users should be able to participate by sharing information and responding to topics, posts, and polls, whether anonymously or through a registered account. The solution will also need to offer comprehensive reporting capabilities to support agency objectives.
