DESCRIPTION


The government authority in Pierce, Washington is seeking a vendor to conduct a comprehensive feasibility study for a community center redevelopment project. The selected multidisciplinary team will be responsible for analyzing program and facility drivers, exploring and documenting site-specific, neighborhood, historical, and cultural contexts, and evaluating zoning and code compliance. Tasks include compilation of building and site development programs, conceptual design involving building massing, studies of functionality and aesthetics, constructability, and cost analysis.

The study will encompass site and facility analysis with consideration to land use, zoning, transportation, and urban planning context. Program analysis will evaluate current and future needs as expressed by the community through long-range and strategic planning efforts. The vendor will also conduct partnership analysis to identify public and private program partners, develop capital campaigns, and examine potential tenants or sponsors for the site. Deliverables include a site master plan, schematic building plan with graphic support materials, and property acquisition/right-of-way analysis. The contract will span one year, and questions must be submitted by May 5, 2026.
