Community and Watershed Forestry Partnership Service

Pennsylvania is seeking a vendor to support community and watershed forestry through inventorying, education, BMP management, and conservation initiatives.

Employ a team to achieve project objectives, including on-the-ground implementation of tree planting, riparian forest buffers, and native meadows.
Demonstrate expertise and success in community and watershed forestry programs (not a staffing company).
Provide up to three prime contracts of similar size and scope as evidence of experience.
Demonstrate financial stability and economic capability to perform the contract.
Disclose any contract cancellations, terminations, or non-renewals in the last five years.
Ensure continuity of DCNR’s existing CWF program without interruption or diminished effectiveness.
Be proficient in contract management and manage the contract within one program/entity.
Adhere to Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200).
Apply for and assist with applying for grant funding on behalf of DCNR.
Adhere to the Commonwealth Travel Policy (Management Directive 230.10, Manual 230.1).
Comply with all Commonwealth security policies, procedures, and IT requirements.
Adhere to the Commonwealth Information Technology Acceptance Use Policy (Management Directive 205.34 Amended).
Maintain data and information securely, ensure confidentiality and privacy, and promptly notify DCNR of any data breach.
Enter into agreements with external partners for data sharing/access as required.
Provide a comprehensive Disaster Recovery Plan, including testing details and results.
Provide an Emergency Preparedness Plan to support continuity of operations during crises.
Submit a draft Implementation Plan, detailing tasks, timelines, and deliverables.
Fill any key and/or subcontractor position vacancies within four weeks, appointing an acting individual immediately.
Acknowledge DCNR's right to order the removal of any personnel.
Designate specific Key Personnel (Account Manager, Program Managers, Watershed Forestry Program Specialists, Community Forestry Program Specialists, Regional Specialists) with required qualifications.
Provide details for any Additional Personnel.
Provide a subcontracting plan for all subcontractors and obtain DCNR written approval for subcontracting.
Prepare Task Agreements for specific work/services upon DCNR request.
Submit quarterly written Status Reports.
Hold weekly meetings with DCNR during the implementation phase and provide status reports.
Provide supporting roles in Chesapeake Bay Forestry Work Group discussions and activities.
Help achieve Lawn to Habitat goals (5,000 new acres) and Urban Forest Planting/Upland Forest Establishment goals (5,000 new acres).
Help achieve Riparian Forest Buffer goals (over 85,000 new acres).
Provide analysis and recommendations for setting and reaching tree canopy goals.
Serve as liaisons to the Northeast-Midwest State Foresters Alliance Urban and Community Forestry Committee.
Have a Quality Control Plan with procedures to monitor service quality and correct deficiencies.
Conduct semi-annual meetings with department staff and an annual briefing for the DCNR’s Secretary’s Office.
Facilitate partner meetings (Riparian Forest Buffer Advisory Committee, Community Forestry Partners, Lawn Conversion Advisory Committee).
Plan and coordinate a Watershed Forestry Summit and a Community Forestry Conference.
Assist with internal and external communication, outreach, and engagement strategies.
Assist with tracking BMP implementation, projects, accomplishments, and expenditure of funds.
Coordinate and cooperate with appropriate state agencies (DEP, PDA, SCC, PGC, other DCNR bureaus).
Develop and facilitate relationships with local communities and NGO organizations.
Provide quarterly invoices with itemized costs and a short paragraph describing program accomplishments.
Provide a final turnover plan at least six months prior to contract expiration.
Identify any objections or additions to contract terms and conditions, submitting the proposal on the basis of the provided terms.
