DESCRIPTION


The selected vendor will develop a practical and inclusive manual aimed at enhancing community and citizen engagement, specifically tailored for government readiness. The manual will reinforce participation and stewardship by designing a multi-level framework that details roles, responsibilities, incentives, and lines of accountability among residents, community-based organizations, private-sector participants, and public institutions.

Key tasks include creating a communication and behavior-change strategy—emphasizing public awareness, outreach, and grievance/feedback mechanisms. The vendor will conduct a comprehensive review of urban forestry strategies and related materials, map key stakeholders in green development and management, and assess current citizen involvement in activities such as tree planting, park maintenance, river-buffer protection, and neighborhood greening. This assessment will also identify participation barriers including awareness, capacity, and existing governance overlaps.

The engagement framework must clarify various levels of engagement, governance tiers, and responsibilities through planning, implementation, maintenance, and monitoring of green infrastructure. Recommendations for digital or light-technology solutions, such as mobile reporting forms or GIS-linked community reporting tools, should be appropriate for the government’s technological capabilities and data governance requirements.

The process will include at least two validation workshops—one technical/government-oriented and another community/civil-society–oriented. Additional targeted consultations may be held as needed. The final deliverables comprise a refined participation strategy and manual, an implementation roadmap, and a toolkit, all incorporating stakeholder feedback.
