The agency is seeking a vendor to provide full-service communications and advertising services to support a state-wide outreach campaign. The contract will require planning, development, and implementation of outreach efforts associated with the agency's project, including public awareness campaigns, policy and program education, and outreach to priority or underserved populations. Services will cover digital and traditional media placement, creative development, translation, and language access in compliance with federal and state requirements, as well as performance measurement and reporting.
The project aims to ensure Medicaid customers in Illinois understand upcoming federal policy changes, their potential impact, and the importance of maintaining coverage. This includes developing clear, accurate, and plain-language messaging suitable for diverse Medicaid populations and providing translation and accessibility services. The vendor will conduct audience research and segmentation focused on impacted and hard-to-reach populations. Furthermore, the selected vendor will offer recommendations and strategic guidance to inform agency decision-making, while media planning and purchases will be executed strictly according to agency-approved plans. Media purchases will be billed at actual cost, unless otherwise approved. The contract period is one year.
