DESCRIPTION

This RFP seeks a consultant to provide an update to the Commons Strategic Plan, focusing on key aspects of mixed-use district development and community engagement. The scope of work includes developing a detailed project plan with clear timelines and milestones, examining residential densities, and recommending creative ways to integrate development density into project design.

The consultant will evaluate opportunities for additional public gathering spaces, assess commercial uses and strategies to attract desired tenants, and conduct retail leakage and parking analyses. Recommendations should be aimed at creating a distinct identity for the area, supporting business recruitment, and complementing surrounding commercial districts. Boundary adjustments to the Strategic Plan area will also be analyzed as appropriate.

A comprehensive community outreach and engagement plan is required, incorporating a variety of methods such as public meetings, workshops, surveys, pop-up events, social media, and digital engagement tools. Consultants must provide details of participation technologies they have successfully implemented in similar projects. The outcome will include an updated strategic plan document with modern formatting, high-quality images, and clear summaries of public engagement findings.
