An assessment service is sought to evaluate the readiness of automation platforms supporting the modernization of air traffic control (ATC) systems in Washington, DC. The vendor will be responsible for assessing platforms based on several critical criteria, including operational deployment with at least one Air Navigation Service Provider (ANSP), support for both en route and terminal ATC operations, and the ability to scale for a minimum of 10,000 simultaneous flight tracks.
Additional evaluation points include integration capabilities with legacy ATC systems, attainment of safety certification or equivalent approval from national civil aviation authorities, compliance with ICAO data exchange standards (such as FIXM, AIXM, IWXXM), and support for SWIM-compatible interfaces. The assessment will also consider service-based architecture, track record with projects of similar scale and complexity, system uptime of at least 99.99% over a continuous 12-month period for safety-critical functions, and the ability to implement operational capability at a key FAA site by December 2028.
Qualified vendors with proven experience in large-scale ATC modernization programs and alignment with outlined technical and safety requirements are encouraged to participate.
