SUMMARY

NAVAIR seeks market feedback on commercially-based supersonic aerial target solutions for potential use in Navy threat simulation and operational support, with possible prototype development beginning in 2028.

DESCRIPTION

The Naval Air Systems Command (NAVAIR), Program Management Office for Aerial Targets, is conducting market research to identify and assess mature, commercially-developed or non-developmental supersonic aerial target solutions. The aim is to find viable options that meet Navy threat simulation requirements, with a focus on enhancing affordability and resilience within the industrial base.

Interested parties are invited to provide technical feedback and share information on solutions capable of being demonstrated between October 2028 and September 2029, and subsequently scaled for recurring operational support to the Fleet from 2030 to 2034. The government is considering various acquisition and business models, such as contractor-owned/contractor-operated, pay-per-outcome, or other innovative structures, and may pursue one or more Other Transaction Agreements (OTA) for selected prototypes.

Responses to this inquiry are voluntary and intended solely for information and planning purposes. Submissions should be unclassified and will be used to inform potential future solicitations.
