DESCRIPTION


This RFP seeks consulting services for Commercial Strategic Energy Management (SEM) Cohort Advisors to support implementation of customized SEM programs for commercial customers within a general framework. The required areas of expertise include energy management, statistical modeling, communications, employee engagement, change management, and strategic continuous improvement.

Selected advisors will assess the energy management maturity of each customer and deliver formal reports. Advisors are responsible for developing SEM plans addressing the business and technical elements of energy management—translating energy savings into business value, and benchmarking, tracking, and documenting technical energy baselines and savings. The scope also includes creating employee engagement strategies, communications plans, and providing in-person or virtual on-site services such as Energy Scans to identify facility-specific energy savings opportunities. Advisors will assist cohort participants with the preparation and submission of program-enabled files or incentive applications to claim documented energy savings.

The contract is set for a two-year term. Questions related to the RFP must be submitted no later than May 12, 2026.
