Seeking a provider for the privatization of a commercial property division for a government authority in Georgia. Main RFP details must be requested by email.

Provide continued privatization of all functions of the Board of Tax Assessors Commercial Property Division.
Provide comprehensive commercial and industrial real property appraisal services for ad valorem tax purposes.
Commence work no later than October 1st, 2026.
Be responsible for all aspects of the commercial and industrial tax digest, including annual review, mass appraisal, data collection, site review every 3 years, value recommendation, assessment notices, appeal defense, and related clerical/administrative/customer service.
Utilize the County's Computer Assisted Mass Appraisal (CAMA) system, Tyler Technologies – EAT, and Mobile Assessor.
Demonstrate proficiency in the use of County's CAMA systems.
Provide market data subscriptions (e.g., CoStar), tablet devices, related field technology, staff training, and a comprehensive implementation plan at its own expense.
Develop and maintain a Cobb County-specific field manual.
Annually inspect all vacant commercial and industrial parcels, identify improvements, determine completion percentages, and document in the EAT CAMA system during the four weeks preceding January 1st.
Annually identify and inspect all properties with new construction activity, measure, list, and enter data for new structures and changes from building permits.
Review and analyze Property Owner Returns.
Review, revalue, and recommend values for all commercial and industrial properties.
Submit recommended values with accompanying Assessment Notices to the Director/Chief Appraiser no later than early-April of each tax year.
Continuously analyze commercial and industrial sales to determine assessment level and equity.
Revalue property types as necessary during maintenance years to maintain required assessment standards.
Be responsible for all aspects of processing and defending outstanding appeals, arbitrations, and court cases.
Ensure minimum statistical standards established by the Georgia Department of Revenue (DOR) are met annually.
Conduct a complete countywide review and revaluation of all commercial and industrial properties for tax years 2029 and 2032.
Present revaluation findings and recommendations to the Director/Chief Appraiser no later than February 1st of each revaluation year.
Complete revaluation work by April 1st and submit Assessment Notices for approval by early-April in revaluation years.
Ensure all records reflect complete and accurate property information, including characteristics, sketches, zoning, photographs, addresses, and values.
Perform verification services for all real property on the exempt digest, including street-level verification, capture of new digital front images, and establishment of an estimated fair market value.
Submit a comprehensive annual work plan to the Director/Chief Appraiser by November 1st of each year, including goals, objectives, staffing levels, major projects, and timelines.
Update the work plan monthly and identify delays or schedule deficiencies with corrective actions.
Develop and implement a comprehensive quality control plan.
Collect current, high-quality street-level imagery of all real property parcels in Years 1 and 4 of the contract term.
Ensure imagery provides clear visual documentation of property improvements and observable conditions from the public right-of-way.
Capture and deliver all street-level imagery at a resolution meeting or exceeding current industry standards, with integrated measurement tools.
Review all imagery for clarity, completeness, and correct parcel association, verify coverage, flag visibility issues, and re-collect imagery if quality standards are not met.
Comply with applicable privacy laws and regulations regarding imagery (blur faces, license plates, PII) and avoid capturing restricted/sensitive locations.
Provide an annual one hundred percent (100%) performance bond from a bonding company authorized in Georgia, listed in the Department of Treasury, and with an A.M. Best rating as stated in the insurance requirements.
Submit a proposal in the specified format, including Firm/Individual Information, Qualifications, Proposed Services, Comprehensive Annual Work Plan, and Client References.
Provide firm establishment year, total full-time employees (overall and in Georgia), and number of years in business.
List clients provided similar services (total and Georgia County Governments), Georgia County Government clients served over five consecutive years, and those ceased doing business with in the last five years with reasons.
Disclose any litigation involvement of the firm or principals against federal, state, or local governments within the last seven years.
Disclose any bankruptcy filings by the firm in the last seven years.
Disclose if the firm or any employee provides property tax related services to private companies or individuals.
List name, title, and responsibilities of personnel assigned to the Cobb Project, including appraisal certifications, designations, education, and experience with relevant software (Enterprise Assessment and Tax 2024.1.x, Image Loading Software, GIS) and Georgia Law/Rules/Regulations.
Provide a detailed work plan with timelines, organization chart, positions/responsibilities, training programs, subcontractors, reporting strategies, and quality control plans.
Provide information for three or more client references for related services within the last five years (County Government clients preferred).
Submit pro forma financial statements (balance sheet and income statement) and audited or certified financial statements for 2024 and 2025 or the most recent two years.
List, explain, and provide status/outcome of any litigation in which the firm was Plaintiff or Defendant within the last five years.
Provide a cost to complete the project as outlined in the proposal, including a schedule of charges for additional services (hourly by staff categories).
Comply with all applicable federal and state security and immigration laws, including the Georgia Security and Immigration Compliance Act.
Maintain Commercial General Liability insurance with limits of $1,000,000 per occurrence and $2,000,000 in the aggregate.
Maintain Commercial Automobile Liability insurance with a limit of $1,000,000 per occurrence.
Maintain statutory Workers' Compensation insurance.
Maintain Employer's Liability insurance with limits of $1,000,000 per accident (injury), $1,000,000 per employee (disease), and $1,000,000 per policy (disease limit).
Maintain Sexual Abuse or Molestation (SAM) Liability insurance with a limit of $1,000,000 per occurrence or claim if applicable.
Maintain Professional Liability (Errors & Omissions) Coverage with limits of $1,000,000 per occurrence or claim and $2,000,000 in the aggregate if performing professional services.
Maintain Cyber Liability Insurance with a limit of $1,000,000 per occurrence if providing information technology services.
Maintain Builder's “All Risk” Insurance if performing vertical construction services.
Maintain Pollution Liability insurance with limits of $5,000,000 per incident and $5,000,000 aggregate if applicable.
Maintain Umbrella Liability Coverage with a limit of $2,000,000 per occurrence.
Ensure Cobb County, its elected officials, etc., are covered as additional insureds on Commercial General Liability, Commercial Automobile Liability, Pollution Liability, and Umbrella Liability policies.
Provide a waiver of subrogation in all required insurance policies.
Notify County of any deductible or self-insured retention greater than $100,000.
Provide evidence of a valid Cobb County occupation tax certificate if maintaining an office within unincorporated Cobb County.
Provide evidence of a certificate to do business in Georgia if incorporated out of county or state.
General Contractors must have a current valid license from the State Licensing Board if applicable.
