DESCRIPTION


The government authority in Citrus County, Florida is seeking a vendor to provide code compliance and alternate special master services. The selected provider will be responsible for hearing and deciding matters related to alleged violations of county codes, imposing administrative fines and enforcement costs for ongoing or repeat violations, and ensuring that all enforcement actions are properly documented and administered.

The code compliance special master will conduct hearings on alleged violations, adopt rules for the conduct of hearings, and has the authority to subpoena alleged violators and witnesses to appear and provide testimony. Evidence may also be subpoenaed, and testimony will be taken under oath. The special master will issue legally binding orders to ensure compliance with county codes. Hearings will be held on a regularly scheduled monthly basis, with the possibility of more frequent sessions at the request of the director of development services. Administrative support for these activities will be provided by the code compliance division.

A pre-bid meeting is scheduled for March 24, 2026, and all Letters of Interest are due by the same date.
