A federal agency in Washington, DC is seeking information regarding the provision of a cloud-native Digital Rights Management (DRM) solution designed to secure files at rest and in transit, while enforcing persistent usage rights throughout the asset lifecycle. The targeted solution must support a robust cloud infrastructure hosted in both AWS and Azure environments, and seamlessly integrate with custom-built applications developed in Java, Python, and Angular.
The system will be responsible for managing and protecting approximately 2+ million files (25TB) annually, covering a broad range of asset formats including audio, video, office files, and text documents. User authentication is managed via MS Entra for internal users and login.gov for external users, with the expected concurrent user base consisting of more than 5,000 external and over 300 internal users at any given time. Effective DRM controls are crucial for safeguarding sensitive digital assets and preventing unauthorized access, distribution, or data leakage.
Interested vendors are required to address the scalability, interoperability, and security of their solution for a large, distributed environment. All questions related to this RFI must be submitted no later than May 4, 2026.
