DESCRIPTION

The authority is seeking a vendor to provide a modern, secure, cloud-native technology platform for the modernization of debt, investment, liquidity, and treasury management. The scope includes implementing and supporting platforms capable of integrating and automating various capital markets operations.

Key requirements cover debt and liability management—specifically, bond and structured debt administration, tranche-level tracking, pipeline management, derivative and hedge tracking, amortization scheduling, redemption analysis, and scenario modeling. Investment management capabilities sought include trade capture, portfolio accounting, analytics for fixed income and mortgage-backed securities (including TBA positions), performance measurement, compliance monitoring, and overall portfolio risk management.

For liquidity management, the platform must offer fund classification, liquidity forecasting, cash flow projections, policy constraint monitoring, stress scenario analysis, and real-time liquidity visibility.
