Cloud Hosting, Provisioning, and Management for Indian Health Service

The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), on behalf of the Indian Health Service (IHS), seeks information from qualified Indian Small Business Economic Enterprises (ISBEE) and Indian Economic Enterprises (IEE) to support the development of a Cloud Center of Excellence (CCoE) for IHS. This market research is intended to identify prospective sources capable of providing cloud hosting and cloud environment management services that align with federal requirements for healthcare operations and tribal data sovereignty.

The envisioned solution requires a FedRAMP High–authorized Infrastructure-as-a-Service (IaaS) platform with at least 170 compliant services to support cloud computing, storage, networking, security, and analytics functionalities. All compute, storage, and networking infrastructure must be physically located within the continental United States, with all personnel handling tribal health data being U.S. persons subject to federal oversight and background investigations. Integration with Palo Alto Cortex XSIAM and XSOAR, Splunk Enterprise Security, and Voltage SecureData is required to align with IHS’s security operations and Zero Trust architecture directives. Additionally, agentic AI capabilities are sought to automate processes and reduce manual effort.
